Recruitment Of Registration Officials

Exhibition Supervisors

  • Number of Vacancies : 20, 000

Exhibition Supervisors Responsibilities

  • Provide training for Registration Officers overseen by the District Electoral Officer.
  • Supply Registration Officers with necessary materials for the registration process.
  • Regularly inspect Registration Centers within the district.
  • Prevent shortages of materials at Registration Centers throughout the exercise. Ensure adherence to specified registration protocols.
  • Retrieve all registration forms, lists, used and unused materials from Registration Officers, and deliver them to the District Electoral Officer upon completion of the exercise.

Registration Officers

Registration Officer Responsibilities

  • Conducts applicant interviews and oversees Center activities.
  • Receives kit access rights from the EC IT Technician.
  • Ensures proper setup of the Registration Centre for smooth applicant flow.
  • Manages initial consumables supply and reports shortages, ensuring adequate stock during registration.
  • Assumes responsibility for all Center materials, equipment, and documents.
  • Verifies applicant identity and qualification.
  • Completes Registration Form 1A and assists with thumbprinting or signing.
  • Transfers completed application forms to the Data Entry Clerk.
  • Ensures issuance of photo laminated cards to registered voters.
  • Collaborates with the Data Entry Clerk in opening and closing the registration center.
  • Facilitates challenges or reports of irregularities from voters.
  • Ensures all eligible applicants are served.
  • Directs Data Entry Clerk for editing or searching tasks when necessary.
  • Maintains discipline and order at the registration center, resolving issues as they arise.
  • Arranges equipment maintenance as needed.
  • Calls in Regional/HQ Technician in case of kit malfunction or breakdown.
  • Safeguards received materials, equipment, and official documents until transfer to the Regional Office.

Data Entry Clerk

Data Entry Clerk Responsibilities

  • Operates the kit.
  • Ensures correct finger placement on the fingerprint scanner and prepares applicants for picture capture.
  • Captures necessary biographic and biometric data into the computer and prints Captured Voter Information Forms – 1C.
  • Generates a daily list of registered voters at the center for display.
  • Searches or edits applicant records under authorization from the Registration Officer.
  • Conducts accounting tasks at the end of each day, including printing activity reports.

Lamination Officer Responsibilities

  • Separates and laminates voter ID cards for applicants.
  • Administers indelible ink to the left little finger of registered voters.
  • Distributes laminated voter ID cards to prospective voters and advises them to handle the cards with care for voting presentation.

  • Input the registration center’s name and code into the computer.

  • Customize the kit by programming it for voter registration initiation.

Exhibition Supervisors Responsibilities

  • Conduct training for Exhibition Officers under the District Electoral Officer’s supervision.
  • Distribute all necessary materials for the exhibition exercise to Exhibition Officers.
  • Conduct daily visits to Exhibition Centers across the District.
  • Ensure adequate materials are available at Exhibition Centers throughout the exercise.
  • Enforce prescribed exhibition procedures.
  • Gather all exhibited voters’ registers, lists, used and unused forms, and other materials from Exhibition Officers.
  • Deliver collected materials to the District Electoral Officer upon completion of the exercise.

Exhibition Officer

Exhibition Officer Responsibilities

  • Assist registered voters with required procedures at the center.
  • Verify biographic data (e.g., name, sex, age) of prospective voters and manage correction, inclusion, and objection claims.
  • Maintain order and oversee the proper conduct of the Exhibition exercise at the center as the person in charge.
  • Promptly resolve any issues that arise at the center or report them to the Supervisors.

Regional Collation Officer

Regional Collation Officer Responsibilities

  • Collate Constituency Presidential Election Results at the Regional Collation Centre (RCC).
  • The Regional Collation Officer (RCO) is tasked with compiling the Presidential Election Results from all Constituencies within the Region.
  • Collation involves adding up the total number of votes received by each candidate across all Constituencies in the Region. Regional Directors/Deputies of the Electoral Commission may be designated as Regional Collation Officers for their respective Regions.

Returning Officer

Returning Officer Responsibilities

  • Ensure that Notice of Election, Notice of Nomination, and Notice of Poll are displayed in all electoral areas in the district.
  • Receive and process nomination forms from Deputy Returning Officers (Special Duties) in the electoral areas and units under their jurisdiction.
  • Recruit, train, and oversee the work of Deputy Returning Officers (Special Duties), Presiding Officers, and Polling Assistants under the supervision of the District Electoral Officer.
  • Arrange for security measures for the poll.
  • Verify and certify Letters of Appointment for candidate agents.
  • Provide all necessary election materials to Presiding Officers.
  • Coordinate the retrieval of ballot boxes and election materials from Polling Stations.
  • Resolve disputes concerning rejected ballot papers.
  • Submit election results and associated documents to the District.

Deputy Returning Officers

Deputy Returning Officers Responsibilities

  • Each Returning Officer is assigned two Deputy Returning Officers.
  • In addition to assisting the Returning Officer with their main tasks, a significant responsibility of the Deputy Returning Officer is to continually supervise polling stations in the district on polling day to ensure the orderly and proper conduct of the poll.
  • A Deputy Returning Officer possesses the authority of a Presiding Officer while on duty. This includes, if required, assuming control of the polling station’s management or directing a polling assistant to act as a Presiding Officer at a polling station

Presiding Officer

Presiding Officer Responsibilities

  • Set up the Polling Station.
  • Safeguard the Biometric Verification Device (BVD), ballot boxes, ballot papers, and all necessary materials for the poll.
  • Supervise Polling Assistants’ work and promptly address any issues they encounter.
  • Communicate decisions made on any election-related matters to Candidates/Polling Agents.
  • Maintain order at the Polling Station.
  • Conduct a thorough count of the votes cast.
  • Publicly announce the election results at the Polling Station.
  • Transport ballot boxes and other election materials to the Returning Officer after the poll.

Recruitment Of Polling Assistants

Names Reference List Officer

Names Reference List Officer Responsibilities

  • At this station, Assistant (1) serves as the Names Reference List Officer (NRLO).
  • Assistant (1) is responsible for processing voters.
  • They search for the voter’s name on the Names Reference List.
  • If the name is not found, the voter is directed to the Presiding Officer for further assistance.
  • If the name is found on the NRL, the Verification Officer communicates the page number and column on the main Voters Register to the VO.

Verification Officer

Verification Officer Responsibilities

  • Assistant (2) verifies details in the Voters Register against the ID card and confirms resemblance of photograph with the voter’s face.
  • The Biometric Verification Device scans the QR code of the Voter and prompts the Voter to place their finger on the fingerprint scanner.
  • If the Verification Device successfully identifies the voter’s finger, it will indicate a match. If there’s no match, the BVD will indicate accordingly.
  • The Verification Officer is responsible for cleaning the fingerprint scanner before and after each use by a voter.
  • After verification by the BVD, Assistant (2) marks vertical lines across the Voter’s QR code to disable it and destroys 3 of the QR code serial numbers to indicate verification.
  • Voters on the Proxy List undergo the same verification procedure as voters on the main Voters Register.
  • If both fingerprint and facial recognition verifications fail, the voter will be manually verified.

Presidential Ballot Issuer

Presidential Ballot Issuer Responsibilities

  • At this station, the Presidential Ballot Issuer is responsible for issuing only the Presidential ballot paper to the voter. They undertake the following tasks:
  • Detach the ballot paper from the counterfoil and stamp the overleaf with the Polling Station’s validating stamp (located at the right top corner of the back of the ballot paper).
  • Instruct the voter to first fold the ballot paper vertically and then horizontally to prevent marks from spilling over to another candidate’s row.
  • Direct the voter to the voting screen to thumbprint the ballot paper. Afterwards, the voter refolds it and places it into the Presidential ballot box.

Parliamentary Ballot Issuer

Parliamentary Ballot Issuer Responsibilities

  • At this station, the Parliamentary Ballot Issuer is tasked with issuing only the Parliamentary ballot to the voter. Similar to the Presidential Ballot Issuer, they detach and validate the Parliamentary Ballot paper, demonstrate how to fold it, and hand it over to the voter to thumbprint it in the voting screen before dropping it into the Parliamentary ballot box.
  • It’s crucial to emphasize that Polling Assistants handling the ballots must not indicate to any voter which candidate or party to vote for, as this constitutes a punishable offence.
  • The two Ballot Issuers will record each voter on either the male or female enumeration sheet based on the voter’s sex.
